Amends section 15-18.2-05 of the North Dakota Century Code to modify base funding rates for higher education institutions based on institution type.

Sets base funding amounts at $60.87 for North Dakota State University and University of North Dakota; $90.98 for Dickinson, Mayville, Minot, and Valley City state universities; and $97.06 for Bismarck, Dakota College at Bottineau, Lake Region, North Dakota State College of Science, and Williston state colleges.

Reduces state aid to 75 percent of the calculated amount for credits completed by students receiving tuition waivers under section 54-12-35.

Requires mid-tier institutions to apply the highest base amount ($97.06) to credits in specified instructional programs.

Requires highest-tier institutions to apply the mid-tier base amount ($90.98) to upper division credits in specified instructional programs.
