Creates the university system capital building fund in the state treasury, funded by transfers and investment earnings, with continuing appropriation to the state board of higher education for capital projects at universities.

Establishes three funding tiers with different matching requirements: Tier I for extraordinary repairs (75% match threshold), Tier II requiring 1:1 matching funds, and Tier III requiring 2:1 matching funds from institutional operations or other sources.

Allows institutions to use allocations for legislatively authorized projects and extraordinary repairs/deferred maintenance that do not increase building square footage, with biennial reporting to legislative management.

Reallocates unspent capital building fund moneys to a pool by January 1st of the third biennium after appropriation if not allocated, allowing institutions with fully matched allocations to apply for pool funding.

Authorizes three specific projects: North Dakota State University's Dunbar Hall ($51.2 million) and Agriculture Products Development Center ($60 million), and University of North Dakota's Gamble Hall ($70 million), totaling $181.2 million.
