Updates the definition of "pasteurized milk ordinance" from the 2017 revision to the 2019 revision of the Grade "A" Pasteurized Ordinance issued by the FDA and USDA's public health service.

Changes the reference for milk sanitation ratings from the "2017 Revision" to the "2019 Revision" of the FDA publication "Methods of Making Sanitation Ratings of Milk Shippers."

Updates milk laboratory evaluation standards to reference the 2019 Edition instead of 2017 of the FDA publication "Evaluation of Milk Laboratories."

Requires dairy producers, processors, and manufacturers to comply with the updated "Procedures Governing the Cooperative State-Public Health Service Food and Drug Administration Program of the National Conference on Interstate Milk Shipments, 2019 Revision."
