Amends North Dakota Century Code section 27-08.1-02 to modify procedures for commencing small claims court actions.

Allows claim affidavits to be served by certified mail with restricted delivery in addition to personal service by a person of legal age.

Requires defendant to receive a form indicating whether a hearing is requested and whether the defendant elects to remove the action to district court.

Default judgment may be entered if the court does not receive a hearing request or removal election within 20 days of service.

If a hearing is requested, it must be scheduled between 10 and 30 days after receipt of the request.
