Renames "livestock operation" to "value-added operation" and expands the definition to include producers engaged in dairy and milking or feeding of animals or poultry that enhance product value before sale.

Expands the Biofuel Partnership in Assisting Community Expansion Fund to support loans to biodiesel, ethanol, and green diesel production facilities and value-added operations for real property purchase, facility expansion, and equipment installation including biodigester systems.

Sets maximum interest rate buydown from the fund at $500,000 for any single biodiesel, ethanol, or green diesel production facility.

Sets maximum interest rate buydown from the fund at $250,000 for any single value-added operation, with an additional $250,000 available specifically for biodigester system purchases if the initial limit has been reached through other activities.

Limits fund participation to buydowns of 500 basis points below the national prime interest rate and prohibits use of loan funds for refinancing existing debt or facility relocation within the state.
