Amends the definition of marijuana to explicitly exclude FDA-approved prescription drugs derived from cannabis, in addition to existing exclusions for hemp, mature plant stalks, and sterilized seeds.

Adds numerous synthetic cannabinoids, fentanyl derivatives, and designer drugs to Schedule I controlled substances, including specific examples like JWH compounds and various fentanyl analogs.

Adds depressant substances (Clonazolam, Etizolam, Flualprazolam, Flubromazepam, Flubromazolam, Adinazolam) to Schedule I.

Expands Schedule II and IV depressant and stimulant drug listings with new substances including Brexanolone, Lemborexant, and various benzodiazepam compounds.

Declares the act an emergency measure, indicating immediate implementation of these controlled substance scheduling changes.
