Changes requirement that public entities designate exactly three finalists to allowing designation of one or more qualified finalists when three or more applicants meet minimum qualifications for a vacant position.

Permits public entities to forgo designating any finalists if they decide not to consider applications further and choose not to fill the vacant position.

Maintains confidentiality of applications and related records containing applicant-identifying information, except records for designated finalists which become open to the public.

Requires public entities to comply with executive session requirements when discussing confidential applications.

Clarifies that applications remain open to the public if fewer than three applicants meet minimum qualifications, and exempts confidential records under this section from Section 12.1-13-01.
