Amends North Dakota insurance law to clarify restrictions on rebates and creates new exceptions allowing certain value-added products and services to be offered at no or reduced cost without violating rebate prohibitions.

Permits insurance producers to give gifts, prizes, promotional articles, meals, or entertainment valued up to $100 per person per year in connection with marketing or advertising, excluding cash, currency, or premium discounts.

Allows insurance producers to conduct raffles or drawings with no entry cost, non-obligatory participation, reasonable prize values, and open to the public without discrimination or purchase conditions.

Enables insurers and producers to offer value-added services (such as loss mitigation, risk assessment, health enhancement, financial wellness education, and post-loss services) at no or reduced cost if based on documented objective criteria and offered without unfair discrimination.

Authorizes pilot or testing programs for new value-added products or services lasting up to one year with prior notice to the Department of Insurance, which may object within 21 days.
