Amends section 26.1-36.4-09 of the North Dakota Century Code regarding employer health insurance utilization reports.

Employers with 51 or more eligible employees are entitled to annual reports from their health insurance insurer or administrator instead of monthly accounting reports.

Changes reporting requirement from monthly accounting of the previous 24 months to annual data for the previous three years on premiums paid by employer and claims paid by insurer.

Maintains requirement for current census of employees and dependents covered under the employer's health plan.

Declared an emergency measure with Senate passage of 44-0 and House passage of 86-5.
