Amends North Dakota Century Code section 61-03-21 to update language regarding water storage reservoir operating plans and state engineer authority.

Requires operators of water storage reservoirs with capacity exceeding 1,000 acre-feet to file annual operating plans with the state engineer between February 1-15 each year.

Mandates reservoir operators cooperate with the state engineer to ensure water releases serve the best interests of downstream water users and affected landowners.

Allows the state engineer to require operators to maintain adequate structures and operate them to prevent water waste, promote beneficial water use, and protect public health and welfare.

Permits the state engineer to conduct hearings and potentially terminate or cancel water permits if operators fail to maintain and operate adequate structures as required, with appeal rights available under chapter 28-32.
