Increases the age limit for children eligible for Medicaid waivers providing in-home services for autism spectrum disorder from age 14 to age 16.

Recognizes physician assistants and advanced practice registered nurses (nurse practitioners and certified nurse midwives) as primary care providers under the medical assistance program with the same rights and responsibilities as primary care physicians.

Requires the Department of Human Services to process all payments to medical assistance providers through automated clearing house electronic fund transfers, eliminating other payment methods.

Repeals the section of law relating to medical assistance remedial eye care.

Implements the automated clearing house payment requirement in two phases: January 1, 2022 for new agreements and January 1, 2023 for agreements entered before December 31, 2021.
