Amends adoption assistance eligibility to extend benefits until age 21 if the child is a student regularly attending secondary, postsecondary, or career and technical education school, or until the state agency determines adoptive parents are no longer legally responsible or providing support.

Adds new conditions for terminating adoption assistance, including when adoptive parents' parental rights are terminated, the child is emancipated, marries, enlists in the military, or when parents are no longer providing support.

Requires the Department of Human Services to provide all adoption assistance payments using automated clearing house electronic fund transfers, with adoptive parents required to provide documentation to enable electronic transfers.

Prohibits all other forms of adoption assistance payments except those approved by the department.

Implements the electronic payment requirement in stages: January 1, 2022 for new adoption assistance agreements, and January 1, 2023 for existing agreements entered before December 31, 2021.
