Amends subsection 17 of section 50-06-05.1 to authorize the Department of Human Services to administer and distribute funds for direct cash assistance, housing stabilization supports, and rental assistance programs funded by the federal government.

Repeals sections 1-02-35 and 50-06-14 of the North Dakota Century Code relating to obsolete effective date language and welfare program financing.

Directs the Department of Human Services to adopt rules providing additional flexibility for the autism spectrum disorder voucher program, including reducing approved voucher amounts per household and shortening the time period households may use voucher funds.

Requires the legislative management to conduct a 2021-22 interim study of the autism spectrum disorder waiver and voucher programs, examining program structure, gaps in services, unmet needs, and potential elimination of the autism spectrum disorder task force.

Declares the act to be an emergency measure; passed by the Senate with 44 yeas and 2 nays and by the House with 89 yeas and 4 nays.
