Senate Bill 2092 - Cosmetology Licensure Reform

• Creates new sections allowing the State Board of Cosmetology to establish internship and apprenticeship programs with schools of cosmetology and adopt related licensing rules

• Adds provisions for international applicants to submit credentials to board-approved credentialing agencies at their own expense for evaluation before licensure

• Repeals sections on master esthetician and master manicurist licenses, homebound licensure, and student practice regulations, consolidating licensing requirements

• Reduces cosmetology school training hours from 1,800 to 1,500 hours while maintaining 600 hours for esthetics and 350 hours for manicuring (maximum 8 hours per day)

• Updates license renewal procedures to allow reinstatement within one year with late fees, within five years with law/rules exam, and requires reapplication after five years; penalty for violations is a class B misdemeanor
