Amends section 55-08-05 of the North Dakota Century Code to authorize the Parks and Recreation Department director to establish charges and fees for services in state parks, campgrounds, and recreation areas.

Waives fees for health care-related charitable organizations conducting group camp activities, and requires waiver of all fees for care-related charitable organizations sponsoring summer camp activities for children ages eight through fourteen with diabetes for fourteen days.

Allows beer and wine sales by concessionaires on property leased by the U.S. Army Corps of Engineers and on property bordering the Missouri River within fifteen miles of cities with populations exceeding twenty thousand, limited to fourteen events per year.

Permits concession agreements with a maximum duration of twenty years and requires bonds from concessionaires as determined by the director.

Declares the act to be an emergency measure.
