Amends the definition of "schoolbus" to include any motor vehicle owned or leased by a public or governmental agency used to transport preprimary, primary, or secondary school students, or privately owned and operated for compensation for such transportation.

Establishes statutory fee schedule for motor carrier safety violations, ranging from $50 to $500 depending on violation severity, including violations related to hours of service, record-keeping, and vehicle defects.

Prohibits commercial learner's permit holders from operating commercial motor vehicles transporting passengers, transporting hazardous materials, or operating tank vehicles carrying hazardous residue.

Expands hours of service exemptions for intrastate drivers transporting agricultural commodities or farm supplies during planting and harvesting seasons (January 1 - December 31) within a 150 air-mile radius.

Repeals sections 8-02-08, 39-06.2-17, 39-12-24, and 39-12-25 relating to transportation standards, exemptions, citations, and excess size and weight restrictions.
