Requires notice of abandoned motor vehicles be given within ten days, with notice specifying the vehicle details, location, and the thirty-day reclaim period, with the end date of the reclaim period explicitly stated.

Allows notice to be sent by certified mail to the registered owner and lienholders, or if their identity cannot be determined, published once in a newspaper or posted on the unit of government's website for a minimum of thirty days.

Authorizes the sale at public auction of abandoned vehicles not more than seven model years old that are not reclaimed, with the purchaser receiving a receipt providing sufficient title to dispose of and register the vehicle free and clear of all liens.

Permits disposal of unsold abandoned vehicles through contract with licensed scrap iron processors under the department of environmental quality's solid waste disposal plan, with reimbursement available to units of government and commercial towing services subject to legislative appropriations.

Allows the department to demand that units of government or commercial towing services contract for disposal within one hundred eighty days, and grants the department authority to contract on their behalf if they fail to do so.
