Senate Bill No. 2099 - Citations

• Requires bond for traffic violations cited by mail to be submitted within fourteen days of citation, with forfeiture of bond and admission of violation if no hearing is requested within that timeframe.

• Authorizes notification forms to be delivered to cited individuals in writing, by website address, or quick response code, and requires forms to include procedures, point schedules, and statutory fee information.

• Establishes that temporary operator's permits may not be delivered by mail or electronic means unless specifically authorized under chapter 39-20.

• Prohibits officers from taking individuals into custody or requiring them to proceed to another location to post bond for noncriminal traffic violations, and requires officers to provide an envelope for mailing bond.

• Repeals section 39-07-07.1 of the North Dakota Century Code.
