Amends North Dakota Century Code section 12-47-36 to allow specified persons and agencies to inspect case history, medical, psychological, or treatment records without prior court application, except where federal drug and alcohol treatment confidentiality laws apply.

Adds state, federal, or tribal agencies that evaluate sex offenders for civil commitment or assess sex offender risk level for registration to the list of authorized record inspectors.

Maintains existing authorized inspectors including the governor, parole board, corrections department employees, courts, attorney general's office, and criminal justice agencies.

Requires subject authorization for court proceedings when individuals in department custody commence litigation and seek access to records relevant to that litigation.

Passed the Senate 47-0 and the House 92-0 with 1 absent.
