Creates a new subdivision to section 12-60-24 of the North Dakota Century Code authorizing the Department of Transportation to conduct criminal history background checks for volunteers and employment applicants.

Establishes section 24-02-50 granting the director of the Department of Transportation authority to require volunteers and final employment applicants to submit to statewide and nationwide criminal history record checks.

Specifies that nationwide criminal history record checks must be conducted according to procedures outlined in section 12-60-24.

Passed by the Senate with a vote of 43-4 and by the House with a vote of 88-4 during the 2021 legislative session.
