Amends North Dakota Century Code section 39-02-03 to clarify that the Director of Transportation may establish branch offices, including contracted branch offices, to carry out motor vehicle and driver's license laws.

Branch office contracts may extend up to five years and may be renewed, with the department required to consider new vendors at least one year before each contract term ends.

Director may enter direct negotiations with qualified vendors to provide branch office services and set a maximum fee schedule not exceeding ten dollars per service, with individual branch offices able to establish lower fees if approved by the director.

All branch office managers must be bonded, and the department may lease or provide office space and other costs as necessary to independent motor vehicle branch managers.

All rent collected from branch offices must be deposited in the state highway fund.
