Amends section 39-06-33 to allow Department of Transportation administrative hearings to be conducted by telephone, television, virtual online interface, or other electronic means with licensee consent.

Requires hearings under section 39-06-33 to be held within 60 days of the hearing request and in the county of the licensee's residence, unless parties agree to different time and place.

Creates new subsection to section 39-06.2-10.6 allowing hearings to be conducted wholly or partially by electronic means with licensee consent, and permits hearing officers to deliver notices, decisions, and orders by mail or other director-authorized means.

Creates new subsection to section 39-20-05 with identical provisions allowing electronic hearings with licensee consent and flexible delivery methods for hearing officer notices and orders.
