Changes terminology from "person" to "individual" throughout relevant sections and updates language for clarity regarding military duty status and court-martial procedures.

Updates the Servicemembers Civil Relief Act reference date from December 31, 2018 to December 31, 2020 for protections afforded to service members called to active duty for 30 consecutive days or longer.

Revises the definition of "veteran" to update references to federal law activation statutes (10 U.S.C. 12301 and 12302) with corrected effective dates for determining eligibility for North Dakota veteran benefits.
