Removes the prior system of imposing a 50 percent penalty fee for renewals after February 1st and eliminates provisions for reduced fees based on operation start dates.

Authorizes the Department of Health to extend renewal deadlines for applicants providing proof of hardship.

Revises enforcement procedures to allow the department to deny applications or take disciplinary action for non-compliance, with written notice and reasonable time for correction before action is taken.
