Amends section 23-02.1-27 of the North Dakota Century Code to modify access provisions for certified death records.

Authorizes issuance of complete death records (including cause of death and social security number) to relatives, authorized representatives, child fatality review board, licensed physicians, genetic siblings researching family medical history, funeral directors, persons with property interests depending on the record, and by court order.

Permits licensed attorneys to obtain "facts of death" records (including facts of death and social security number) for bona fide legal determinations.

Allows general public access to informational death records, excluding cause of death and social security number.

Declares the act to be an emergency measure.
