Creates a new subdivision in North Dakota Century Code section 12-60-24 authorizing the department of human services to submit criminal history record check requests for children's advocacy centers.

Amends section 50-25.1-11.1 to allow children's advocacy centers to require criminal history record checks for employees, employment applicants, contractors, multidisciplinary team members, and volunteers who have contact with children at the center.

Permits children's advocacy centers to require criminal history record checks for any individual they determine needs one to participate in services at a center.

Maintains confidentiality protections for records and digital media held by children's advocacy centers related to forensic medical examinations, forensic interviews, and therapy.

Declared as an emergency measure; passed by Senate 38-9 and House 85-7.
