Amends North Dakota Century Code sections relating to the Protection and Advocacy Project for persons with developmental disabilities and mental illness.

Adds "voluntary compliance" as an explicit remedy option the project may pursue before initiating legal action, while allowing legal action without exhausting administrative remedies when imminent serious harm exists.

Clarifies that the project may assess opportunities for voluntary compliance and other appropriate remedies during investigation of reports and complaints.

Makes technical amendments renumbering definitions and clarifying that "persons" includes "individuals" in various provisions governing project authorities and responsibilities.

Passed the Senate 43-3 and House 86-5 during the 2021 legislative session.
