Allows students to take either the ACT or WorkKeys assessments as summative assessments in grade 11, with students choosing which test to take rather than the state mandating one test.

Expands scholarship eligibility criteria to accept equivalent nationally recognized standardized tests approved by the state board of higher education in addition to the ACT for the Scholars Program, North Dakota Academic Scholarship, and North Dakota Career and Technical Education Scholarship.

Repeals section 15.1-21-17 relating to interim assessments, eliminating previous interim assessment requirements.

Establishes parental directive procedures allowing parents to opt students out of state tests and assessments except for ACT, WorkKeys, and tests required for grade completion or high school graduation.

Directs the superintendent of public instruction to study interim education assessment systems during 2021-22 and report findings and recommendations to legislative management by June 1, 2022.
