Changes the timeline for processing absentee ballots from "on the day" before election day to beginning three business days before election day through when polls close on election day.

Requires election clerks and board members to compare signatures on the absent voter application with signatures on the voter's affidavit before opening the ballot envelope.

Prohibits tabulation and generation of tabulation reports for absentee ballots until after polls have closed on election day.

Allows the county canvassing board to make final determinations on rejected ballots found to be defective or from non-qualified electors.

Clarifies that an absentee voter's subsequent death after voting does not constitute grounds for rejecting their ballot.
