Amends North Dakota Century Code section 39-34-06 to clarify that commercial service airports may enter operating agreements with transportation network companies for operational airport access.

Operating agreements may include guidelines for entry, pick-up, drop-off, fees, and other airport operational procedures required by the airport.

Defines "commercial service airport" as a public airport with at least 2,500 passenger boardings per calendar year that receives scheduled passenger aircraft service.

Maintains existing state preemption provisions that prevent political subdivisions from imposing taxes, licenses, or rate and entry requirements on transportation network companies or drivers.

Passed Senate 31-16 and House 54-39 during the 2021 regular session.
