Amends North Dakota Century Code section 9-01-21 to exempt vehicle theft protection product warranties from title 26.1 insurance regulations, bringing them under the same exemption as property service contracts.

Expands the definition of property service contracts to include coverage for tire and wheel replacement from road hazards, paintless dent removal, windshield chip or crack repair, motor vehicle key or key fob replacement, and excess wear and use charges on leased vehicles.

Establishes that vehicle theft protection program warranty payments for incidental costs cannot duplicate benefits paid by comprehensive motor vehicle insurance, but flat-rate payments of $7,500 or less are presumed not to duplicate insurance benefits.

Defines key terms including "incidental costs," "vehicle theft protection product," "vehicle theft protection product warranty," and "road hazard" (which includes potholes, rocks, debris, glass, and curbs).
