Legislative management shall study the use of blockchain technology during the 2021-22 interim to identify an accurate and continuous count of uninsured drivers in North Dakota.

The study must be conducted in consultation with the department of transportation and evaluate blockchain as a dynamic, decentralized, secure, and immutable method for tracking uninsured drivers.

The insurance department shall request information from the 30 largest auto insurers (measured by premiums written) to facilitate the study and implementation of blockchain for this purpose.

The study must include an analysis of the impact relating to consumer fraud that may result from a state law mandating uninsured motorist property damage coverage.

Legislative management shall report its findings, recommendations, and any required legislation to the 68th legislative assembly.
