Amends section 54-24.4-01 of the North Dakota Century Code regarding the North Dakota library coordinating council membership composition.

Changes the higher education institution library representation from one member representing "public or private" institutions to two members specifically representing private higher education institution libraries.

Requires all nine governor-appointed council members (except citizens at large) to be practicing librarians and establishes specific representation categories: special libraries, private higher education institutions, school libraries, public libraries, disabled/economically disadvantaged/minority populations, and two citizens at large.

Maintains the council size at eleven members total, including the North Dakota library association president as an ex officio voting member and the state librarian as an ex officio nonvoting member.

Limits council members to a maximum of two consecutive three-year terms and requires the governor to consider geographic distribution when making appointments.
