Mobile home park owners must obtain an annual license and establish a local office (except parks with fewer than 26 lots) operational within five business days of ownership change, with designated phone contact and emergency numbers.

Owners cannot require tenants who own mobile homes to sell or transfer ownership to the park owner, except as otherwise provided by law.

Park rule modifications require 30 days advance written notice to tenants, who receive three months to comply or vacate before eviction; this timeline may extend if relocation is impossible within three months.

Owners cannot increase monthly rental obligations for six months following an ownership transfer if a rent increase occurred in the 60 days before acquisition.

Utility services purchased on behalf of tenants cannot exceed actual cost plus a maximum $3 administrative fee, and owners must provide tenants access to meter readings; violations subject to civil penalty up to $1,000 or actual damages, whichever is less, plus attorney's fees and costs.
