Amends section 16.1-07-05 to require absent voter ballot application forms to include a space indicating whether the application is for all statewide elections in the calendar year or only for the election immediately following the application date.

Allows voters to obtain application forms from the secretary of state, county or city auditors, candidates, political parties, or political committees.

Modifies section 16.1-07-07 to permit election officers to make available or distribute absent voter ballot applications to military-overseas voters without a specific request.

Requires all other electors (non-military-overseas voters) to specifically request an application for an absent voter's ballot.
