Amends North Dakota Century Code section 23-02.1-28 to replace references to "regulations" with "rules adopted pursuant to this chapter" throughout the vital records statute.

Clarifies that the state registrar shall provide data or copies upon request for statistical purposes to federal, state, local, and other public or private agencies, including the federal agency responsible for national vital statistics.

Defines "data" to include preliminary data that has not been finalized and shall be designated as "preliminary" by the state registrar.

Prohibits any person from preparing or issuing certificates or records purporting to be originals, certified copies, or copies of birth, death, or fetal death records except as provided in the vital records chapter or rules adopted thereunder.

Restricts disclosure of social security numbers on certified copies unless provided to the individual, a relative, authorized representative, or by court order.
