Establishes theft as a class A felony when stolen property or services exceed $50,000 in value.

Establishes theft as a class B felony when stolen property or services exceed $10,000 but do not exceed $50,000, or are acquired by threat to commit a felony.

Classifies theft as class C felony under multiple circumstances including stealing firearms, ammunition, explosives, government documents, livestock, prescription drugs (except 5 or fewer pills/capsules/tablets), and credit/debit devices.

Creates class B misdemeanor penalty for first-time theft offenses under $500 when committed by shoplifting or meeting three factors: not committed by threat, not by deception from fiduciary relationship, and defendant is not a public servant or financial institution officer.

Establishes enhanced penalties for repeat offenses: second or third offense within three years becomes class A misdemeanor; fourth or subsequent offense within four years becomes class C felony.
