Amends North Dakota Century Code to define the jurisdictional boundaries for law enforcement officers employed by Bismarck State College to all state board of higher education property and specific surrounding areas bounded by Schafer Street, Canary Avenue, Edwards Avenue, Ward Road, and College Drive.

Law enforcement officers from any state higher education institution may pursue suspects beyond their jurisdictional boundaries during "hot pursuit" to make arrests, as defined in section 29-06-15, if obtaining assistance from other peace officers would cause delay permitting escape.

Authorizes the state board of higher education to enter joint powers agreements with political subdivisions to enable law enforcement mutual secondary response outside institutional jurisdictional boundaries.

Establishes that misdemeanor and felony violations occurring on state board property must be filed in district court if the primary law enforcement officer is employed by the state board; infractions and noncriminal offenses may be filed in municipal court.
