Amends North Dakota Century Code section 15-10-17 to establish specific geographic jurisdictional boundaries for law enforcement officers employed by North Dakota state university, University of North Dakota, and North Dakota state college of science on properties owned or leased by the state board of higher education.

Grants law enforcement officers employed by higher education institutions the ability to pursue suspects beyond their jurisdictional boundaries if in "hotfresh pursuit" and obtaining aid from other peace officers would cause a delay permitting escape, with "hotfresh pursuit" defined as having the same meaning as in section 29-06-07.

Authorizes the state board of higher education to enter joint powers agreements with political subdivisions to enable secondary law enforcement response outside the established jurisdictional boundaries.

Requires that misdemeanor or felony violations occurring on state board of higher education property or within extraterritorial jurisdiction be filed in district court when the primary law enforcement officer is employed by the state board, while infractions or noncriminal offenses may be filed in municipal court.

Passed the Senate 46-1 and the House 78-12 during the 2021 regular session.
