Amends North Dakota Century Code section 26.1-26-04.1 to explicitly permit insurance producers to charge fees on annuities and annuity contracts, which were previously prohibited under personal lines account restrictions.

Requires insurance producers to provide written disclosure (on a commissioner-approved form) before charging fees, including the nature and itemized amount of fees, that fees are separate from premiums, and any commission information.

Mandates disclosure of conflict of interest if the producer is also an appointed agent of the insurer, including a statement that the producer represents the insurer and owes a duty of loyalty to it.

Requires both the producer and party being charged to sign and date the disclosure, with producers retaining signed copies for at least five years and making them available to the commissioner upon request.

Prohibits producers from refunding or rebating fees as an inducement to purchase specific policies or from particular insurers, and requires all fees to bear a reasonable relationship to services provided and not be discriminatory.
