Extends teaching license eligibility to military spouses and military members who meet standards established in section 43-51-11.1.

Defines "military member" as a U.S. armed forces or reserve component member stationed in North Dakota per military orders or before temporary assignment elsewhere.

Allows occupational licensing boards to issue provisional licenses or temporary permits to military spouses and members without fees, valid up to two years while unmet requirements are satisfied.

Requires boards to automatically issue provisional licenses or temporary permits within 30 days if they fail to grant, deny, or issue a permit on a completed application.

Mandates all occupational and professional boards to review licensure laws and rules for consistency with this Act and submit compliance reports to the Department of Commerce by August 2022.
