Requires the public employees retirement system board to provide health insurance coverage with cost-sharing for insulin drugs capped at $25 per pharmacy or distributor for up to a thirty-day supply, regardless of insulin type or quantity.

Defines "insulin drug" to include rapid-acting, short-acting, intermediate-acting, long-acting, premixed, premixed insulin/GLP-1 RA, and concentrated human regular insulin, but excludes insulin pumps, smart pens, continuous glucose monitors, and related supplies.

Prohibits pharmacy benefits managers and pharmacies from charging insulin cost-sharing amounts exceeding $25 per thirty-day supply and allows lower cost-sharing amounts but does not require elimination of cost-sharing entirely.

Applies Section 54-52.1-04.20 to self-insurance health plans under the insurance commissioner's jurisdiction, and amends relevant health benefit provisions to include this requirement.

Effective for health benefits coverage beginning after June 30, 2021, and ending by June 30, 2023; requires the public employees retirement system to submit a report and bill to the sixty-eighth legislative assembly regarding continuation of the coverage requirement; declared an emergency measure.
