Directs legislative management to study reduced harm nicotine products during the 2021-22 interim period.

Study must review "modified risk tobacco products" as defined in section 387(k) of the federal Food, Drug, and Cosmetic Act and identify products that should be deemed reduced harm based on potential to reduce tobacco-related diseases and population benefit.

Requires evaluation of how reducing tax rates on reduced harm nicotine products could benefit public health by encouraging their use over potentially more harmful alternatives.

Legislative management must report findings, recommendations, and any necessary legislation to the 68th Legislative Assembly.
