Amends North Dakota Century Code section 32-19-41 to clarify when record title owners may dispose of abandoned personal property left on real property without legal process.

Allows disposal of personal property immediately upon receipt and recording of a sheriff's deed or deed in lieu of foreclosure if the real property has been adjudicated as abandoned by affidavit or petition.

Permits disposal 30 days after issuance of a sheriff's deed if the real property has not been adjudicated as abandoned.

Requires the record title owner to provide written notice by certified mail at least 15 days before disposal if personal property value exceeds $500, sent to the mortgagor or person entitled to possession during the redemption period.

Applies only to tracts of land not exceeding 40 acres, and any unsold proceeds must be delivered to the state abandoned property office if the record title owner cannot be located.
