Amends Section 6-01-07.1 to clarify that all facts and information obtained or created by the commissioner of financial institutions are confidential, with specific exceptions listed in subsections 2 through 8.

Exempts from confidentiality requirements information that the commissioner furnishes to the attorney general, other state agencies, prosecuting officials, and legislative investigations when necessary for enforcement of federal or state laws or in the public interest.

Allows the commissioner to share information with federal agencies (Federal Reserve System, FDIC, FHLB, NCUA, etc.), state banking supervisors, insurance commissioners, and regulatory trade associations through sharing agreements.

Permits disclosure of complaints or comments from the public to other regulatory agencies, the complaining individual, or the subject financial institution, unless providing only aggregate, nonspecific information.

Amends Section 54-10-22.1 to ensure the state auditor cannot access facts and information obtained by the Department of Financial Institutions under Section 6-01-07.1, maintaining confidentiality protections during audits.
