Requires North Dakota and all political subdivisions to observe daylight saving time year-round as the standard time throughout the state.

Repeals section 40-01-20 of the North Dakota Century Code relating to daylight saving time.

Effectiveness is contingent on two conditions: Congress amending 15 U.S.C. 260(a) to authorize year-round daylight saving time, and Minnesota, Montana, and South Dakota each commencing year-round daylight saving time observance.

The bill becomes effective 30 days after the attorney general certifies to the legislative council that both conditions have been met.
