Mandates good-faith negotiations begin no later than 30 days after representative organization recognition and must be completed by July 1st following recognition, unless both parties agree to extend.

Establishes July 1st as the deadline to determine if an impasse exists; an impasse occurs if no agreement is reached and parties have not agreed to extend negotiations.

Requires education factfinding commission to deliver findings and recommendations within 40 days of request, with public disclosure of recommendations within 10-20 days if impasse remains unresolved.
