Establishes annual reconvened legislative sessions in both odd-numbered and even-numbered years, with odd-year sessions adopting a biennial budget and appropriations before recessing.

Creates a bill review committee for even-numbered year sessions to prioritize bills by importance and time sensitivity, allowing only prioritized bills to be introduced during that session.

Defines interim committee terms as one biennium and sets meeting parameters from the date the legislative assembly recesses through November 30th of the next even-numbered year.

Allows interim committees of legislative management to continue meeting during legislative sessions and expands legislative management's authority to call the assembly to reconvene after adjournment.

Expires November 2022, making this a temporary measure for the 67th Legislative Assembly.
