Expands pharmacist authority to administer immunizations and vaccinations by injection to individuals at least three years of age (previously restricted to those eleven and older) and influenza vaccinations to those at least five years old, with authorization from a prescriber or written protocol with a physician or nurse practitioner.

Modifies emergency pharmacy practice to allow pharmacists to dispense emergency refills of up to a thirty-day supply (changed from seventy-two-hour supply) for non-controlled substances when refill authorization cannot be obtained from the prescriber.

Adds "public health issues" definition to include immunizations, tobacco cessation, and other issues deemed appropriate by the state board of pharmacy.

Creates limited prescriptive authority for pharmacists through statewide protocol for public health issues within their scope of practice, with the board to adopt rules establishing standards of care.

Declared an emergency measure with passage by Senate vote of 44-3 and House vote of 84-7.
