Creates section 15-10-18.6 of North Dakota Century Code to provide reduced tuition and fees for dependents of disabled resident veterans at North Dakota state institutions of higher education.

Defines eligible dependents as children, stepchildren, spouses, widows, or widowers of resident veterans with service-connected disability ratings between 50-99 percent or extra-schedular ratings including individual unemployability totaling 50-99 percent.

Provides tiered tuition reductions based on veteran's disability rating: 50% reduction for 50-59% rating, 60% for 60-69%, 70% for 70-79%, 80% for 80-89%, and 90% for 90-99% rating.

Requires degree or certificate completion within 45 months or 10 semesters, with benefits excluded from aviation flight charges and expenses.

Appropriates $3,800,000 from the general fund to the state board of higher education for the biennium beginning July 1, 2021, through June 30, 2023.
